Adaption and amendment of Rules pertaining to SD Animal Industry Board 1. Amend ARSD 12:68:03 – Livestock Diseases and Parasites. Effect: The proposed rule is to include composting as a carcass disposal option for livestock producers and update current reference material. Reason: Composting animal carcasses has become a widely accepted method to dispose of animal carcasses that have died from noncommunicable diseases, and rules are being amended to be consistent with national animal health programs. 2. Amend ARSD 12:68:13 – Pullorum Typhoid Control. Effect: The proposed rule would be to change and update current language of reference material. Reason: To be consistent with national animal health programs. 3. Amend ARSD 12:68:18 – Nondomestic Animal Control. Effect: The proposed rule is to allow for individuals in South Dakota to possess non-domestic swine (family Suidae) under permit from the South Dakota Animal Industry Board; to eliminate the grandfather type of captive non-domestic possession permit and to update current reference materials. Reason: To allow individuals to possess non-domestic swine under permit by the Board; grandfather permits are no longer issued or required due to South Dakota Animal Industry Board captive non-domestic permitting rules in effect since 1993 and to be consistent with national animal health programs. 4. Amend ARSD 12:68:19 – Ram Epididymitis Control. Effect: The proposed rule would be to change and update current language of reference material. Reason: To be consistent with national animal health programs. 5. Amend ARSD 12:68:26 – Johne’s Disease Control. Effect: The proposed rule is to remove rules that are no longer applicable and update current reference material. Reason: USDA has discontinued the Johne’s disease program assistance and rules need to be consistent with national animal health programs. 07/11/2017 07/10/2017
Change the requirement for testing of lawn seed. The proposed rule changes will change the requirement for testing of lawn seed from every 12 months to every 15 months. The proposal would also require liquid feed manufactures to label the moisture content for feed that contains more than 20% moisture. Finally, the proposal repeals feed rules pertaining to the manufacture of ruminant livestock feed that are unnecessary. This proposal will allow for sale of viable seed for longer periods of time, provide more information for the consumer, and remove provisions no longer necessary. 08/11/2017 08/21/2017

The effect of the proposed rule would be to update processes to more accurately reflect current industry practices making it more convenient for interstate movement of horses that will stay in the destination state short term. Soybean Research and Promotion Council Districts 12:09:04:01 The effect of the rule will be to increase the number of voting districts for members of the Soybean Research and Promotion Council from seven to nine, and reorganize the counties into those nine new districts.
